I am sorry for the lack of clarity. That statement does not mean that there is another version available for purchase. It also does not mean that those who order this on Pre-Pub will get the EPUB version. What it does mean is that certain users who already own the EPUB version of this book as part of their Logos library will automatically get this improved version when it becomes available.
