I just wanted to say a huge word of “thanks” to Steven Stoops for his recent help. Without him, I’d be beating my head against a wall still.
For anyone that is running proclaim on a pc and running obs on another computer (mac or pc), it IS possible to MIDI signals over network to tell OBS what to do. If on a mac, you can use the built in midi over network. For pc, use the rtpmidi, which can be found here. https://www.tobias-erichsen.de/software/rtpmidi.html
Once you have to two computers “talking” to each other, and install obs-midi-mg, I would make sure to reboot the obs computer. This is what got me hung up. From there, when you setup your signals (I would recommend using stage direction as was recommended elsewhere on here), make sure to hit “preview” in proclaim. In obs, when you are in the area where you are setting up your bindings and the note, make sure you are clicked on “listen once”. When you hit preview in proclaim, it should change it to the correct settings in OBS and switch the binding off. I set mine up as a note in proclaim, not a program change. In OBS, with the obs-midi-mg, you can tell the program what action to take based on the note it receives. Ultimately, the note is just a “signal” on a specific setting.
I don’t know if it works pc to pc over network, but there’s no reason to think it won’t, since it will work pc to mac over network, using midi.
